In California, person dies intestate, what is the definition of a "surviving" brother?

A woman died intestate in California in 2010. She was long divorced with no children and predeceased by her parents. At the time of her death, she had four living siblings (three brothers, one sister). Before her estate was probated, one of the brothers died. This brother has three sons. Are the sons of the deceased brother entitled to a share of her estate?
